A) The roulette wheel is random. For readers who do not know what neighbours bets are.
The image above shows a neighbours bet 3 either side of 33. So it's like putting a chip on each of these seven numbers, 5, 24, 16, 33, 1, 20 and 14. Unfortunately Dave, its just all random. If you are winning more, its due to luck and in the long term, you will lose the same amount however you bet.
The only way this would work is if there was a biased wheel which would land in a certain sector or using a device to track the ball. Rather than trying to cover that number with singles, you can bet with neighbours. Its actually how the Ritz casino gang worked. The knew roughly where the ball would land but not exactly do it was handy to be able to pick a number and bet on it and its neighbours.
Online roulette is done with random number generators so absolutely no chance of exploiting any biases in the wheel.
